Community Protection Notice Warning issued to owner of anti-social dogs, Littleover

Following concerns around dog fouling and a large number of loose dogs being raised on a park in Littleover, Officers worked with the local community to identify and gather evidence on the owner. This week we have issued a Community Protection Notice Warning to the owner of the dogs due to several reports of concerning behaviour and lack of control over the dogs, it was alleged, and witnessed by an officer that the dogs:

Were not secured in a vehicle, the boot was opened and they were released pell-mell into the parks car park- alarming drivers and pedestrians.

The dogs were not on a lead, or under any form of control and were allowed to run up to other dogs and around the park defecating.

Almost all of the nine dogs present on that occasion were defecating on areas accessed by children and the green spaces and the fouling had to be pointed out to the owner, who duly picked it up.

Reports that this is a common occurrence and that the owner only picked it up due to an Officer being present, more often than not it was left in situ. There were accompanying reports that her dogs were harrying and causing distress to other dogs previously, being loose and chasing one into a road.

To that end, and the first stage of action, a Community Protection Notice Warning ( CPNW) was issued by Littleover Neighbourhood Team at the owners address outside the ward. The CPNW is a warning in this instance that behaviour must change and the dogs need to be under sufficient control at all times whilst in public places to ensure safety for all park users, to prevent distress caused to other dog owners and their pets and to prevent dog fouling.

The owner, must immediately:

Ensure your dogs, or dogs under your control are secured in your vehicle whenever in transit.

Ensure that your dogs, or dogs under your control are held on a lead at all times when in a public park, particularly areas where children frequent, or where vehicles are present.

Ensure that any dog exiting your vehicle is done in a controlled manner, with the assistance of leads, or disembarked separately.

Ensure that you pick up and dispose of, in bins, any dog foul from the dogs under your control.

Should the behaviour continue, then the warning will progress to a notice, which can incur fines, and in some cases the seizure of the cause of the Anti-Social Behaviour. The warning will last for 12 months and is relevant across Derbyshire. Any breaches of the conditions above, either witnessed by the Police, or Derby City Council, or reported to the aforementioned can potentially progress the notice.
